SEZ GOVERNANCE FRAMEWORK
The statutory bodies of AAZES are :
- Board of directors
- GENERAL MANAGEMENT
Board of directors
Consisting of seven (7) members, it has the powers to define, guide general policy and evaluate the management of the Agency, within the limits set by its purpose and in accordance with the regulations in force.
GENERAL MANAGEMENT
As an administrative body, the general management team is headed by a Managing Director assisted by a Deputy Managing Director. The Director General and his deputy are appointed by decree of the President of the Republic Under the supervision of the Board of Directors, the Managing Director is responsible for implementing the Agency’s general policy and management.
SEZ GOVERNANCE
The governance framework for special economic zones is made up of four (4) distinct entities :
- The Ministry in charge of industry
- The regulation, mediation and conciliation committee between the actors operating in the ZES :
- The Special Economic Zones Administration Agency, abbreviated as “SEZAA”
- Developers in charge of the administration, management, planning and operation of the SEZ.
- The Ministry in charge of industry
The Ministry in charge of Industry is responsible for the strategic orientations and coordination of the development policy of the SEZs, in consultation with the Ministry in charge of finance, the Ministry in charge of Land and domain Affairs, the Ministry in charge of the Territorial and the sectoral Administration, Ministries directly concerned by the targeted activities.
- The regulation, mediation and conciliation committee between the actors operating in the ZES :
The Committee is the body of regulation, mediation and reconciliation between the actors evolving in the special economic zone and placed under the authority of the Minister in charge of industry.
- The Special Economic Zones Administration Agency, abbreviated as “SEZAA”
SEZAA responsible for organizing, programming the development, promoting and supervising the special economic zones.
- The Developers in charge of the Administration, the management of the development and the exploitation in the SEZ
Economic entity that has signed a convention or developer agreement with SEZAA. Can be developers of an economic zone :
– the State and its branches
– autonomous communities
– consular chambers
– employers’ organizations
– State universities and private educational establishments
– all legal persons governed by Chadian law
– foreign investors organized as a company or economic interest group
